For use as a structural unit in a variety of building foundation, soft ground improvement and other civil engineering applications. A further object of this invention is to support the fill embankment loads that are eco-friendly and economically constructed by such green concrete structural blocks and which will perform their intended functions to minimize the total and differential settlement with adequate bearing capacity and resilient earthquake-proof foundation. The conical shape with cylindrical step structural block is the most cost-effective and green invention with a cast green concrete in the plastic conical step form with a leg extending downward coaxially from the vertex.   The individual structural block can be laid together and fill with the concrete topping with or without the tie reinforcement.
